Draft Notes of the meeting of the Parish Council held on Thursday 21st May, 2026
Present: Cllr L Reilly (Chair), Cllr J Wilkinson, Cllr W Lawrence (Vice), Cllr T Eley, Cllr S Ryde
Also present: Mrs J Eley (Clerk)
Member of the public – Rowena Boden – attending as possible future Clerk/RFO
Meeting opened 19.38pm
26/26 Election of Chair – Cllr L Reilly put herself forward to remain as Chair – this was agreed in the first instance by Cllr Ryde and seconded by Clly Eley.
26/27 Election of Vice - Cllr Lawrence was in agreement to remain in post and was voted by Cllr Wilkinson in the first instance and seconded by Cllr Reilly.

26/29 Declarations of Interest – None declared
26/30 Approval of Draft Minutes from the last meeting- notes of the PC meeting held on 19 March 2026 presented and approved.
26/31 New Clerk – The chair introduced the potential new Clerk to the Councillors – Rowena Boden who has applied for the position after it was advertised. Rowena has a wealth of experience and currently works for two other PC’s as Clerk/RFO. She spoke briefly about herself and her ability to do the job.
26/32 Clerks report on outstanding matters –
Moving the dog waste bin – Clerk to source a wooden post strong enough to support the dog waste bin when resited.
Awaiting update on village gates, delivery should be imminent. Councillor vacancies readdressed. The difficulties in outsourcing the care and maintenance of our defibs was discussed (Ashby and Bloxholm). Grass cutting at St Hybalds was discussed after Clerk was asked by a resident if the contract was open to alternative service providers. Advised to contact Ashby Village Hall committee who commission the post.
26/33 Springwell Solar Farm – already discussed by Cllr Kendrick in the Annual Public Meeting earlier in the evening.
26/34 Parish Policies approval – Cllrs provided with policies prior to meeting. All approved along with Asset Register.
26/35 Financial Report – Annual Return/AGAR paperwork with Reconciliation and Balance Sheet
