Draft Notes of the meeting of the Parish Council held on Thursday 17th July, 2025
Present: Cllr L Reilly (Chair), Cllr W Lawrence (Vice Chair), Cllr J Wilkinson, Cllr A Eley,

Meeting opened 19.32pm
25/38 The Chair opened the meeting and welcomed all present. She remarked on the new village gates (fitted earlier in the day), how nice they looked and hopes for a reduction in speed of vehicles through the village in response to them. She also suggested that we apply to move the current 30mph sign to be in line with the gates and to then include newer built properties on the periphery of the village, within the 30mph speed area. Cllr Kendrick suggested the Clerk email him in respect of this matter. The chair invited Cllr Kendrick to speak - Meeting paused – 7.35pm.
Cllr Kendrick briefly outlined the recent LCC meeting – recorded and available on YouTube for those wishing to view it (including information on the Solar situation). He discussed the resurfacing works going on within the district and the use of gravel and how this extends the life of the roads. Lincs CC now has a used paint ‘library’. There will be no CC meetings throughout August. The success of Lincoln Castle this summer and local flooding issues were also outlined.
Cllr Kendrick left the meeting at 7.45pm.
Cllr A Bailey then spoke about her political move from representing Independent to Reform, primarily due to their line on Net Zero policies. She discussed Springwell Solar Plantation and the main points of opposition the main one of which is that the time frames for the whole process are way off line and have failed to take into account delays caused by the various processes of consultation, planning and objections which need to be received and answered in response to these stages. 7.51pm – Cllr Bailey left the meeting.
7.52pm – meeting resumed
25/39 Declarations of Interest – Cllr W Lawrence declared his interest in planning application ref 25/0772/TCA T8. Yew Tree on his land. He has already submitted his response to this planning application to NKDC prior to this meeting.
25/40 Approval of Draft Minutes from the last meeting- notes of the PC meeting held on 22nd May, 2025 presented and subsequently approved and signed.
25/41 Clerks report on outstanding matters – Thanks you’s received from Grant recipients.
Vacancy situation and the need to post on Facebook. Cllr Reilly agreed to implement this.
ICO – PC Insurance received and paid.
Next years Calendar – all agreed to stick to Thursday meetings.
25/42 Village gates - Cllr Eley – as outlined above, the village gates are now in situ on the road heading out of the village towards Digby village. The possibility of having further gates at the bottom of the village on the B1191 either side of the Main Street turning and possibly also in Bloxholm village was mooted. No decision made at this time, agreeing to test the impact of the new gates prior to further consideration.
25/43 Dogs mess in the fields around the village – issue discussed and agreed that signage be implemented in an effort to encourage all dog walkers to pick up their dogs mess. Chair to forward suitable signs to Clerk to order.
25/44 Defrillator – LIVES have fitted new pads to the Ashby defib and signed Cllr Eley onto The Circuit to receive emails and messages regarding maintenance checks.
