Draft Notes of the meeting of the Parish Council held on Thursday 22 January, 2026
Present: Cllr L Reilly (Chair), Cllr W Lawrence (Vice Chair), Cllr A Eley, Cllr S Ryde

Meeting opened 19.32pm
26/01 The Chair opened the meeting, welcomed all present and thanked everyone for attending in spite of the cold, wet weather. She addressed the altered decision date for the Springwell Solar Farm which is now April 8th 2026 and the extra funding which LCC have secured from the government although this, inevitably,` means a rise in council taxes for residents within the County. The LCC Volunteer Scheme is to be continued throughout 2026. The Chair invited members of the public to speak, this offer being declined.
26/02 Apologies: Cllr Kendrick – attending a prearranged meeting in London.
26/03 Declarations of Interest – None declared
26/04 Approval of Draft Minutes from the last meeting- notes of the PC meeting held on 13 November, 2025 presented, subsequently approved and signed.
26/05 Clerks report on outstanding matters –
Follow up on defib responsibilities – Clerk printed off check lists to monitor checks on Ashby and Bloxholm Defibs. Karen Doyle (member of public) was able to provide code for the defibs so that checks can be carried out. Chair and Vice-Chair to attend Bloxholm defib and Cllr Eley to check Ashby. Mrs Doyle advised that she had changed the out of date pads in the de-fib.
HMRC – underpayment issue outlined by Clerk – now cleared, payment made between meetings
Vacancy situation – Clerk is aiming to retire from the post, along with Cllr Eley. Written notice of resignation to be submitted to Chair.
26/06 Springwell Solar Farm – already addressed by Chair. Statement from Planning Authority outlining deadline date alteration read out. Cllr Ryde explained that this is an unusual move.
26/07 Dog Mess around St Hybalds Church – Cllr Ryde expressed that several residents have now complained about the amount of dog mess being left around the church in spite of the new signage. Discussion around how best to address this led to the decision that the waste bin itself should be moved to the other side of the Church gates, as the recycling unit blocks it from view, and a lot more signage appealing to dog walkers to pick up their dogs mess.
26/08 Village Gates update – Cllr Eley - an onsite meeting was held between Cllr Eley and highways representative from Lincs CC earlier in the week to agree the site for the new gates – each side of the junction to Main Street. Highways form was signed and the order for the gates is now to be placed.
26/09 Financial Report – Signing of Precept to Billing Authority witnessed.
