Draft Notes of the meeting of the Parish Council held on Thursday 25th September, 2025
Present: Cllr L Reilly (Chair), Cllr J Wilkinson, Cllr A Eley, Cllr S Ryde

Meeting opened 19.33pm 
                                                                                                                                                                     
25/49  The Chair opened the meeting and welcomed all present. She spoke about the Springwell Inspectorate visit which was both well publicised and attended.  
She also highlighted the upcoming virtual event regarding Devolution – NKDC on 6th November, 12.30pm.
Caroline Johnson MP is conducting a tour of the Houses of Parliament which is open to those Councillors wishing to attend. She addressed the huge workload which the Neighbourhood Poicing team are faced with having been made aware that they recently received 110 calls in one morning!  Cllr Reilly went on to thank Cllr Ryde for all of her hardwork on behalf of the parish with regard to the solar farm application and also outlining/following the devolution of Lincolnshire councils.

25/51  Declarations of Interest – None declared
         
25/52  Approval of Draft Minutes from the last meeting- notes of the PC meeting held on 17th July, 2025 presented subsequently approved and signed.
                                                                                                                                                       
25/53  Clerks report on outstanding matters –   Thanks to Steve Mercer for work on St Hybalds Churchyard.  
Cllr Ryde provided a Thank You card to be presented on behalf of the PC in appreciation of the work carried out.        
Calendar for 2026 provided
Signage for Dogs Mess – discussed and agreed to purchase one sign which will be displayed on the footpath post by the church.
Defib update – awaiting further instruction from LIVES
HMRC – clerk outlined letter received from tax office requesting payments which have already been made. Cheques gone astray department wise but showing on Bank Statements as paid. Awaiting further info from HMRC.
Annual Wreath purchase – agreed to make usual payment of £60 which includes a donation to RBL.
Email address for Clerk need to change to .gov.uk in order to meet the requirements of next years Annual Return.  Cllrs agreed on this move as and when the Clerk needs to do it as a payment will be incurred.
New IT Policy approved and signed. To be added to web pages.
Clerks annual pay award for signed and approved.
Notification of Exemption to Annual Audit received and placed on file.
Vacancy situation and the need to post on Facebook. Cllr Reilly agreed to implement this.  
 
 25/54 Village gates -  Cllr Eley proposed a further two sets of gates on B1107 essentially either side of Main St to indicate entrance to the village.  Proposal agreed by all present.  Quotes to be obtained along with enquiry as to the possibility of free fitting again under the Lincs CC Volunteer Scheme.
 
25/55 Devolution of Lincs CC and District Councils – Cllr Ryde explained that the government wish to simplify how councils work by replacing the current county, district and borough councils within one single unitary council delivering all services. Councils have been asked to put forward proposals on this.
 
25/56 Springwell Solar Farm – Cllr Ryde explained the current stage at which the application is now under.  An Autumn 2026 decision is probable if all subsequent stages are approved. She also discussed the risks associated with the possible approval of the solar farm including what is going to happen to the land at the end of the 60yr time scale for the farm?  No answers being given on this. She also outlined that it appears that a fifth of all land under the proposal was subject to compulsory purchase.
