Draft Notes of the meeting of the Parish Council held on Thursday 13 November, 2025
Present: Cllr L Reilly (Chair), Cllr W Lawrence (Vice Chair) Cllr J Wilkinson, Cllr A Eley, Cllr S Ryde
Also present: Cllr R Kendrick, Mrs J Eley (Clerk)
Meeting opened 19.31pm
25/61 The Chair opened the meeting, welcomed all present and invited Cllr Kendrick to speak. Meeting paused 19.33pm.
Cllr Kendrick addressed the meeting speaking on the success of Lincoln Castle in becoming one of the top attractions in the country and receiving the Gold Tourism Award in recognition of this achievement. He also confirmed that the Highway Volunteer Scheme is to continue, the Springwell application is now resting with the Inspector, the government has agreed the go ahead for the North Hykeham Relief Road, and the Local Government reform decision is to be made by the Secretary of State in due course now that a recommendation to have one authority for the county has been approved. Meeting reopened at 19.42pm.

25/64 Approval of Draft Minutes from the last meeting- notes of the PC meeting held on 25th September, 2025 presented, subsequently approved and signed.
25/65 Clerks report on outstanding matters –
Dog Sign (pick up mess) purchased by the PC and to be displayed by the church.
Follow up on defib responsibilities – email to be sent to LIVES
HMRC – underpayment issue outlined by Clerk.
Wreath purchased for Armistice Day at St Hybalds on 11th November, 2025 – reimbursement requested by Clerk.
Vacancy situation and the need to post on Facebook. Cllr Reilly agreed to implement this.
25/66 Village gates - Approval given by all Cllrs to the ordering of two more sets of gates to be fitted to the bottom of Main St, on the B1191 – either side of the Main St entrance. Clerk to place order. Approval has also been given by Lincs CC to move the 30mph signage at the Digby village end of Ashby, inline with the gates already fitted in order to include the newer properties within the 30mph speed limit.
25/67 CIL – received from NKDC - £840.82.
25/68 Springwell Solar Farm – already addressed by Cllr Kendrick and Cllr Ryde added further information on the options discussed at the meeting of District and Parish Councils. Meeting on 1st December at Royal Oak, Scopwick to discuss next stages of the proposal.
