NOTES OF THE MEETING OF ASHBY DE LA LAUNDE AND BLOXHOLM WITH TEMPLE BRUER AND TEMPLE HIGH GRANGE PARISH COUNCIL HELD ON 16 January 2019

The meeting was closed at 7.30 pm for Cllr Kendrick’s report and opened at 7.39 pm.
19/01 Chairman’s remarks
The Chairman welcomed everyone to the meeting.
19/02 Apologies for absence
Apologies for absence were received from Mrs M King who was ill, Mr R Tasker who was on holiday and Mrs A Douglas who was ill.
19/03 Declarations of interest in accordance with the 2000 Local Government Act
There were no declarations of interest.
19/04 Requests for dispensations
No requests for dispensation.
19/05 Notes of the last meeting
The notes of the last meeting on 21 November 2018 were agreed as correct and signed by the Chairperson.
19/06 Clerk’s report on matters outstanding.
The Clerk reported that there were no matters outstanding.
19/07 Financial Matters
19/07/01 Income and Expenditure Sheet
The income and expenditure sheet for 16.01.19 and bank reconciliation were viewed by councillors and explained by clerk. Income and Expenditure sheet and reconciliation signed by Chairman.
19/07/02 Payment of cheques
The following cheques were approved and signed:
Ashby Village Hall Rent £20.00
V C Smith – Salary £410.96
Cheques issued between meetings were approved:
HMRC £139.20
Autela Group Limited – Payroll £46.80
Pelican Trust – Christmas Cards £44.40
19/07/03 Edition 11 of Local Council Administration
It was resolved not to purchase this publication.
19/07/04 Budget for 2019/20
The clerk displayed a chart showing expenditure for 16/17 and 17/18 and expenditure to date for 18/19 and proposed budget for 19/20. This was discussed. It was resolved to change the amounts included for LIVES and CAB as they had not applied for grants. With this amendment the budget was approved. Clerk to request precept from
NKDC.

The meeting was closed at 7.50 pm to receive Cllr Clegg’s report and reopened at 8.00 pm.
19/08 Planning Matters
19/08/01 Planning Application Ref 18/1704/FUL
Proposed installation of 2 external flues (biomass boilers greater than 45 kilowatt thermal) Blankney Estates Ltd Temple Grange, Navenby, Lincoln
The Council had no comments to make.

19/09 Data Protection Privacy Notices update
R Walker was concerned that the Notices do not make provision for data contained in the Emergency Plan. Clerk to take advice from LALC.

19/10 British Red Cross free first aid training
The Clerk reported that the person responsible is on leave.
19/11 Correspondence
General correspondence noted.
It was noted that a Notification of Intended Works to Trees in a Conservation Area, Ref 19/0031/TCA had been received. As comments were required before the next meeting the Council considered the application and resolved to take no action.
It was agreed to nominate J Wilkinson to attend a Garden Party at Buckingham Palace.
