NOTES OF THE ANNUAL MEETING OF ASHBY DE LA LAUNDE AND BLOXHOLM WITH TEMPLE BRUER AND TEMPLE HIGH GRANGE PARISH COUNCIL HELD ON 20 NOVEMBER 2019

19/66 Chairman’s remarks

The Chairman welcomed everyone to the meeting.

19/67 Apologies for absence

Mrs A Douglas, prior engagement, Mrs M King, ill, Mrs J Wilkinson, hospital visiting, Cllr R Kendrick, Cllr S Clegg, wedding anniversary.

The meeting was closed at 7.30 pm for Cllr Clarke’s report and opened at 7.36 pm.

19/68 Declarations of interest in accordance with the 2000 Local Government Act

Cllr Lawrence had an interest in Budget Setting as he is treasurer of St Mary’s Church Bloxholm.

19/69 Requests for dispensations

No requests for dispensation.

19/70 Notes of the last meeting

The notes of the last meeting on 18 September 2019 were agreed as correct and signed by the Chairperson.

19/71 Clerk’s report on matters outstanding.

The Clerk displayed a report on matters outstanding and explained its content.

19/72 Financial Matters

19/72/01 Income And Expenditure Sheet

The income and expenditure sheet and reconciliation for 20.11.19 were viewed by councillors and explained by the clerk.

19/72/02Payment Of Cheques

The following cheques were approved and signed:

Ashby Village Hall Rent £20.00

V C Smith – Salary £558.38

It was noted that the following cheques had been paid between meetings:

K Isaacs – Wheelie Bin Stickers £89.00

Viking – Stationery £27.91

NKCD – Election Costs £79.43

Royal British Legion – Poppy Wreath and donation £60.00

19/72/03 Budget for 20/21

The Clerk presented the proposed budget for 2020/21. It was noted that CAB and LIVES had not applied for grants despite being provided with forms. It was resolved to add £150 to the budget to cover any requests from them. Clerk to update budget for approval at the next meeting.

19/73 Planning Matters

19/73/01 Planning Applications

19/1345/HOUS Alterations and Extensions to existing dwelling, demolition of existing garage and erection of new detached garage – North End Bungalow, The Lane, Bloxholm

This had been considered between meetings and no comments made.

19/73/02 Planning Approvals

NKDC Planning Reference 19/1027/FUL Erection of shelter for housing livestock within grass paddock adjacent to Walnut Lodge, Walnut Tree Lodge, Temple Farm, Unclassified Road Temple Lane, Temple Bruer

NKDC Planning Reference 19/1113/OUT Outline application for erection of 1 no dwelling with garage (with all matters reserved) The Lodge, Main Street, Ashby

NKDC Planning Reference 19/0407/OUT Outline application for the erection of 2 no detached dwelling (including access for consideration) The Old Vicarage, 1 Main Street, Ashby

NKDC Planning Reference 19/0778/FUL and 19/0779/LBC Conversion ad change of use of redundant agricultural buildings to residential use as 4 dwellings, Temple Farm, Temple Bruer

These approvals were noted.

19/74 Gateways for entrances of villages

It was resolve to fit two pairs of gates in Ashby. First set at beginning of Digby end of village and one set on the B1191. Clerk to add £1,200 to the budget to cover this and obtain forms from highways to obtain permission.

19/75 Condition of Footpaths in Ashby

The Council noted the response from Rowan Smith of Highways regarding this issue.

19/76 National Community Energy Campaign

It was resolved not to adopt this policy.

19/77 Emergency Plan

Cllr Walker reported that the plan has to be produced in a new format. It was agreed that this would be carried out by Cllr Walker and Clerk. Two emergency boxes have been issued to the Council by LCC. They are valued at approximately £300 each. Clerk to add to insurance. They are located in Cllr Walker’s garage. Cllr Walker to obtain

batteries as required. Clerk agreed to be second name on plan.

19/78 Correspondence

General correspondence noted.

19/79 Date of next meeting

The Clerk presented a Calendar of Meetings for 2020. Councillors approved these dates. Copy of calendar to be forwarded to all Councillors. Date of next meeting. 15 January 2020.
