NOTES OF THE ANNUAL MEETING OF ASHBY DE LA LAUNDE AND BLOXHOLM WITH TEMPLE BRUER AND TEMPLE HIGH GRANGE PARISH COUNCIL HELD ON 17 July 2019

Also present:
Mrs V Smith (Clerk), Cllr R Kendrick, Cllr S Clegg, Mrs L Reilly, Cllr J Clarke, Mr T Eley
19/39 Mrs L Reilly and Mr T Eley were co-opted on to the Parish Council and welcomed by the Chairman.
19/40 The new councillors completed Acceptance of Office Forms.
The meeting was closed at 7.28 pm for Cllr Clegg, Cllr Clarke and Cllr Kendrick’s reports and opened at 7.55 pm.
19/41 Chairman’s remarks
The Chairman pointed out that the Council had considered the possibility of gates at either end of the village as discussed with Cllr Kendrick.
19/42 Apologies for absence
No apologies.
19/43 Declarations of interest in accordance with the 2000 Local Government Act
There were no declarations of interest.
19/44 Requests for dispensations
No requests for dispensation.
19/45 Notes of the last meeting
The notes of the last meeting on 20 May 2019 were agreed as correct and signed by the Chairperson.
19/46 Clerk’s report on matters outstanding.
The Clerk displayed a report on matters outstanding and explained its content.
19/47 Financial Matters
19/47/01 Income And Expenditure Sheet
The income and expenditure sheet and reconciliation for 17.07.19 were viewed by councillors and explained by the clerk.
19/47/02Payment Of Cheques
The following cheques were approved and signed:
Ashby Village Hall Rent £20.00
V C Smith – Salary £558.38
V C Smith – Ink Cartridges £19.00
It was noted that the following cheques had been paid between meetings:
Autela Group Ltd – Payroll £39.23
HMRC £161.80

19/48/01 Planning Applications
NKDC Planning Reference 19/0778/FUL Conversion and change of use of redundant agricultural buildings to residential use, as 4 dwellings (where extant permission (06/0205/FUL and 06/2024/LBC) exists for use as 2 dwellings), along with modifications to garaging and car parking arrangements approved by extant permissions
17/1445/FUL and 17/1446/LBC Temple Farm unclassified Road Temple Lane to A15 Temple Bruer
NKDC Planning Reference 19/0779/LBC Temple Farm – as above
This application had been considered between meetings and no comments made.
19/49 Dog Bins
I Douglas and L Reilly agreed to cut back growth around bins in Ashby and W Lawrence agreed to do the same in Bloxholm.
19/50 Condition of Footpaths in Ashby
Clerk to write to Rowan Smith at Highways pointing out that the footpaths are becoming a health and safety issue. S Clegg and R Kendrick to be copied into the e-mail.

19/51 Correspondence
General correspondence noted. Clerk to contact a Navenby Parish Council which has the gates in position to find out costs and effectiveness of this speed reducing action and Highways to find out if there is a procedure to follow.
