NOTES OF THE ANNUAL MEETING OF ASHBY DE LA LAUNDE AND BLOXHOLM WITH TEMPLE BRUER AND TEMPLE HIGH GRANGE PARISH COUNCIL HELD ON 20 May 2019

Present:

Mr R Walker, Mr I Douglas, Mr W Lawrence, Mrs A Douglas, Mrs M King

Also present:

Mrs V Smith (Clerk), Cllr R Kendrick, Cllr S Clegg, Mrs J Wilkinson, Mrs L Reilly

19/26 I Douglas was elected as Chairman of the Parish Council and R Walker agreed to be Vice Chair.

19/27 J Wilkinson was co-opted as Parish Councillor.

19/28 All councillors completed Acceptance of Office Forms.

The meeting was closed at 7.31 pm for Cllr Clegg and Cllr Kendrick’s reports and opened at 8.00 pm.

19/29 Chairman’s remarks

The Chairman welcomed everyone to the meeting.

19/30 Apologies for absence

No apologies.

19/31 Declarations of interest in accordance with the 2000 Local Government Act

There were no declarations of interest.

19/32 Requests for dispensations

No requests for dispensation.

19/33 Notes of the last meeting

The notes of the last meeting on 20 March 2019 were agreed as correct and signed by the Chairperson.

19/34 Clerk’s report on matters outstanding.

The Clerk displayed a report on matters outstanding and explained its content.

19/35 Financial Matters

19/35/01 Income And Expenditure Sheet

The income and expenditure sheet and reconciliation for 20.05.19 were viewed by councillors and explained by the clerk.

19/35/02 Review of Financial Regulations and Risk Assessment

The Financial Regulations and Risk Assessment were reviewed and no changes were required.

19/35/03 Approval of accounts for 2018/19

The clerk presented a summary of the accounts for 2018/19 which were approved by the council and signed by the Chairman.

19/35/04 Completion of Annual Return

It was resolved to apply for exemption from the external audit. This Certificate was signed by the Chairman and Responsible Financial Officer. The Annual Internal Audit Report was viewed.

19/35/04/01 Annual Governance Statement

The Annual Governance Statement was completed and approved by the Council. Chairman and Clerk signed statement.

19/35/04/02 Accounting Statement

The Accounting Statement was approved by the Council and signed by the Chairman.

19/35/05Payment Of Cheques

The following cheques were approved and signed:

Ashby Village Hall Rent and Grant £1020.00

V C Smith – Salary £558.58

St Mary’s Church, Bloxholm – Grant £150.00

St Hybald’s Church, Ashby – Grant £300.00

Bloxholm Recreation Room – Grant £550.00

Citizens Advice Mid Lincolnshire – Grant £100.00

LALC – Subscription £229.86

Cash – Book Token for Internal Auditor £35.00

V C Smith – flowers for J Wilkinson £35.79

It was noted that the following cheques had been paid between meetings:

Autela Group Ltd – Payroll £47.00

Lincolnshire County Council – SID £1640.00

A request for a donation from CAB was considered and £100 donated.

It was resolved to give a donation of £50 to British Red Cross.

David Mellor was appointed as internal auditor.

This application had been considered between meetings and no comments made.

Clerk to make the following comments:

“Please note that it is dark in that area – is a street light required? There is no footpath in this area. We hope that you will take note of any tree preservation order in place.”

Planning Application Ref 19/0277/HOUS

Erection of outbuilding to form workshop, store and plant room and south facing pv panels on Roof Ashby Walled Garden Heath Road, Ashby

Approval was noted.
