Minutes of the meeting of Ashby de la Launde with Bloxholm and Temple Bruer with Temple High Grange Parish Council held on 28 September 2022

Meeting opened 19.35

22/56  Chair opened the meeting, welcomed all present and invited member of the public, Mrs Sutherland, to speak.

Meeting paused 19.37 -

Public Forum opened- Mrs J Sutherland requested funding towards a Defibrilator for Temple Bruer with Temple High Grange. She spoke about potential siting positions and the need for this device within their community.  All present in agreement, however, due to low number of councillors present it was agreed to hold an interim meeting on 13th October, to agree this funding and how much should be awarded.  Clerk to make enquiries with LIVES re potential costs of a further defib for the parish (currently have one in Ashby and one in Bloxholm) Mrs Sutherland has also applied for a grant via the Community Champions Co-op Group and asked that if successful, could the funds be stored in the parish bank account until required.  All councillors present agreed to this. 

Cllr J Clarke invited to speak – Cllr Clarke backed up the pros of having a defib within all isolated villages.  He went on to speak about the proposed increase in fairs for licensed taxi cabs within NKDC and the issues this poses for those reliant on taxis, especially again within isolated villages. He also updated the council on Lincs CC investment in improving our highways and the extra £14 million set aside by NKDC for the Enterprise Park in Sleaford, this replaces original plans to borrow the money.  NKDC have also proposed to make investment in historical buildings within the district.

Meeting reopened at 20.05pm – Mrs Sutherland chose to remain for the duration of the meeting. Cllr Clarke left the meeting

22/57  Apologies for Absence

Apologies were received and accepted from Cllr R Kendrick, Cllr J Wilkinson, Cllr G White.

22/58  As outlined above – due to the situation regarding the quorum, although there were three councillors present, Cllr T Eley held an Interest in an item on the Agenda which would have left only two councillors able to vote.  It was therefore decided to address only those items on the Agenda which could be dealt with within legal guidelines.

Cllr T Eley spoke about the difficulty in trying to move this item along due to pressures on his time and his apprehension that he may, if rushed, fail to meet all protocols and regulations in implementing this project.  He suggested that another councillor might wish to take the matter up.  To be readdressed at next meeting.
