Notes of the meeting of Ashby de la Launde and Bloxholm with Temple Bruer and Temple High Grange Parish Council held on 7 September 21

21/37 Chairman's Remarks
The Chairman wished to express to councillors his concerns over the complexities of our current recycling arrangements and the possibility that overcomplicating the process may make residents switch off from the process – no Cllrs present to take concerns up.
He also addressed Speeding and Unsociable Behaviour issues and would have asked what help NKDC and the County Council could offer in helping us to deal with these problems.

Cllr Rob Kendrick (Lincs CC) – unable to attend but provided monthly update (forwarded to councillors post meeting as received after 7th September)

There were no requests for dispensations
21/41 Notes of the last meeting held on 19 July 2021
The notes of the meeting on 21 July 2021 were agreed as correct and signed by the Chairperson.
21/42 Clerk's Report on Matters Outstanding
The Clerk provided a report and explained its contents. Annual payment for all training courses agreed @ £70+VAT. LALC to be notified of agreement. 210
21/43 Internal Audit (Lalc Working on internal auditing)
It was agreed for the Clerk to speak to Val Smith regarding this issue.
21/44 New Councillor required
Discussed in some detail. It was agreed that notification should be posted on Notice Boards at all three areas of the parish to attract interest in the role.
21/45 Village Gates
T Eley to speak to NALC and Highways Agency regarding street licence requirement or other restrictions regarding fitting of village gates.
21/46 Dog Bin – Temple Bruer
As no actual request has been made for this facility it was agreed that the allocation of funding should be saved for when an actual request is submitted. Clerk to check amount available and time left to spend it.
21/47 Speeding
Discussed in some detail. R Walker to take this up with Community Police/Traffic Coordinator, to request use of a hand held camera as a possibility?
A Douglas suggested making a request to the Commander at Digby RAF Camp to ask personnel to check their speed through the villages.
G White expressed concerns over the lack of road speed signage when entering Bloxholm.
21/48 Anti Social Behaviour
R Walker produced a detailed report of Facebook entries highlighting the local ASB issues being raised on the media platform. It was agreed to invite our local Community Officer to the next meeting to address the problems being experienced.

21/51 Standing Orders
Model Standing Order discussed and time limits agreed. Amendments to be finalised and sent out by Clerk to councillors for approval.
21/52 Maintenance of Website
Agreement of Premium service at a cost of £126.00 inc. VAT. Invoice received and payment agreed. Cheque to be issued.
